According to UNHCR (for example http://www.unhcr.org/news/NEWS/468e56124.html) Syria has around 1.5 million Iraqi refugees. To do as much, the UK would have to take 5 million refugees. With free schooling and hospital care. While the US, to do as much, would have to take the entire population of Iraq.
